In order to make handloom sector more sustainable, organized and competitive against machine made fabrics and also provide an assured market and better price for their product, this programme has been developed
to empower handloom weavers by forming block-level clusters for targeted support. It focuses on improving skills, infrastructure, and market access to boost productivity and income.
The BLC scheme provides handloom weavers with skill training, modern tools, and infrastructure to improve productivity. It also supports marketing, raw material access, and financial assistance for sustainable income generation.
The block level clusters are developed generally based on the following parameters: 1) The cluster should have sizeable SC/ST or minority weaver in the area, 2) The weavers must be close in distance to one another
There is no application. The agency interested in this study can either directly identify such cluster and propose to Commissioner, Cottage and Rural Industries or respond to tender document if/when floated by Government.
