To uplift the most backward Halpati Scheduled Tribe and mitigate their weakest financial condition as landless agricultural labourers. To provide six essential basic services—Housing, Water, Roads, Electricity, Education, and Economic Upliftment—to improve their living standards and social inclusion. To integrate the Halpati population, which is scattered in the plains of South Gujarat, into the mainstream by providing comprehensive development and infrastructure.

Provision of six basic services: Housing, Electrification, Roads, Drinking Water, Education, and Economic Upliftment/Growth.
The applicant must be a member of the Halpati Scheduled Tribe (ST) residing in South Gujarat districts (primarily Surat, Navsari, Valsad, and Bharuch). The family must belong to the most economically vulnerable/backward section, being largely landless agricultural labourers with the weakest financial condition. For specific benefits (e.g., housing), the family generally needs a valid Below Poverty Line (BPL) Card or documentation proving extreme financial hardship and lack of proper basic services.
