The scheme/award aims to commemorate the brave acts and sacrifices made by civilians during communal riots. The award is instituted to promote communal, caste and ethnic harmony by recognizing the acts of physical/moral courage and humanity of persons.
This Award is instituted to promote communal, caste and ethnic harmony by recognizing acts of Physical/moral courage and humanity exhibited by member(s) of one a community, caste or ethnic group in saving the lives and properties of the member(s) of another community, caste or ethnic group. Such courage and promptitude in saving the life and property of member(s) of another community, caste or ethnic group shall also involve a danger to the life/body/property of the rescuer himself or herself and to his or her family member(s). Three sets of criteria have been prescribed to decide the category of Award. It is entirely left to the Screening Committee mentioned in clause 6 to decide upon the category of Award on the merits of each individual act of courage as reported by the State Government or Union Territory Administration.
The award is divided in to 3 grades with Grade I awardee being awarded INR 2 lakh, Grade II being awarded INR 1 lakh and Grade III being awarded INR 50,000. The decision of whether the participant shall be awarded which grade of award is decided by state level committee headed by Union Home Secretary, Director (IB) and Secretary in Ministry of Social Justice and Welfare
The award is awarded to an individual for his/her conspicuous acts of physical and moral courage displayed under circumstances of danger to life of the rescuer in: 1) Saving the life and property of memerbs of another community during communal riots, 2) Saving life and property of members of another caste during caste conflicts, 3) Saving life and property of members of another ethnic group during ehtnic conflicts/clashes. Any civilian of India regardless of sex or age is eligible for this award granted above conditions. However, members of Police forces, Armed Forces Government servants etc. are not eligible for this awad
